PROFESSIONAL HISTORY

PROGRAM MANAGER, CERTIFICATION AND TECHNICAL WORKING GROUPS
WiMAX Forum, Beaverton, OR    2005 to 2009

* Managed strategic programs for Certification and Technical working groups that supported IEEE 802.16 standard for development of broadband wireless products for member companies such as Motorola, Samsung, Intel, Comcast, Clear, and Nokia.
* Organized and facilitated working group meetings, held in international locations, to support standards development efforts of more than 100 software and hardware engineers from member companies throughout U.S., Europe, and Asia.
* Developed requirements and managed implementation of web-based certified product registry using MS Project and Visio that served as powerful marketing tool in facilitating company’s rapid expansion and growth.
* Played key role on Project Coordinating Committee tasked with aligning activities of all working groups to ensure timely completion of all deadline-sensitive initiatives, and teamed with Corporate Counsel to ensure completion of Board of Directors’ strategic action items.
* Coordinated all budget, contract, security, safety, and technical infrastructure aspects of semi-annual technical plug-test sessions, held in diverse international locations to enable equipment vendors to test prototype equipment for interoperability prior to market release.

DIRECTOR, COMMON MANAGEMENT SYSTEMS (CMS) PROJECT
Humboldt State University, Arcata, CA    2001 to 2005

* Directed $10 million campus project over four years to implement Human Resource (HRIS) and Financial Management PeopleSoft applications that were part of $800 million Common Management System (CMS) Project spanning 24 campus locations of California State University (CSU) system. Managed development activities of 30 analysts and administrative staff to ensure budget and timeline requirements were met.
* Developed initial PeopleSoft project plan using MS Project, established and managed annual budget of approximately $2 million, negotiated contracts for application development staff, and created business process flows in Visio during requirements analysis phase of SDLC.
* Established interdepartmental implementation teams for requirements analysis and acceptance testing and ensured efficient project implementation through design and build out of CMS project testing facility with networked laptops to allow end users continuous access for training during test phase.

* Met weekly with campus CIO to facilitate campus vision for integration of IT systems including creation of web portal, network configuration, migration to wireless technology, as well as policies on IT security, privacy and acceptable use.
* Created formal communications plan that included weekly meetings with the CMS Project Steering Committee, monthly briefing to campus President’s Executive Council, status reports to CSU Chancellor’s Office, and a campus website for the CMS Project. 
* Collaborated with other CMS project directors across all CSU campus locations to resolve diverse system, technical, and political issues such as security, acceptable use, network integration, database enhancement within the context of declining California fiscal resources and increased legislative project audits to ensure optimum return on investment.

SENIOR MANAGER, INFORMATION TECHNOLOGY DEPARTMENT
Metro Regional Government, Portland, OR    1998 to 2000

* Reengineered and directed IT operations, which included leading high-priority IT project initiatives critical to meeting robust operational objectives. These included migration of an antiquated Unisys mainframe to efficient servers, network upgrades and integration, development of a relational database that facilitated significantly improved help desk response to customers, development of first service level agreements with internal customers, negotiation of contracts to retain consultants and key staff such as database administrators, and upgrade of PeopleSoft financial and HR modules after 18-month delay under predecessor.
* Developed and managed $2.5 million annual capital and operating budget, and assessed technology needs of internal customer departments through surveys and face to face meetings to meet customer requirements as much as possible in constrained resource environment.  .
* Initiated and chaired first IT Steering Committee to help restore service credibility of IT organization and  developed forward-thinking “Strategic IT Futures Plan” that provided the baseline for reengineering outmoded IT organization to move to enterprise approach for IT.
* Directed Y2K upgrade of all information systems without incurring significant data problems or downtime and developed action plans for disaster recovery as well as security policies and procedures for the network, applications, and individuals.
* Facilitated achievements of 20 systems analysts and technicians through regular performance appraisals, weekly team meetings, open-door policy, implementation of the first career ladder, and individual development plans as needed.  

MANAGER, CONTRACTS AND BUSINESS CASES DIVISION
Atlas Telecom, Inc., Portland, OR    1997 to 1998

* Managed all budget and personnel issues of a business unit of five business specialists and directed a variety of strategic projects involving sophisticated system configuration upgrades for major global telecom providers for fax and voice mail services.
* Created business unit standards, policies, and procedures, and developed array of sales, marketing, and sales support materials, including case studies, proposals, business plans, vendor contracts, and agent/ reseller agreements, instrumental in creating new strategic partnerships with foreign companies.
* Collaborated with multiple internal departments to develop better technology solutions and work standards to better meet continually evolving external customer needs and regulatory challenges of intensely competitive telecommunications industry. Advised senior management and legal counsel on contracts and risk management issues, and formulated key performance variables for company’s plan to pursue ISO 9002 certification.
